Import & Search Error Visibility

Surfaces HealthLake import errors to users instead of failing silently — including CSV import jobs, where Data Synthesizer creates and checks a HealthLake Import Job and displays any errors in the UI — and detects and surfaces errors during HealthLake record searches instead of returning what looks like an empty result set.
