Offline-Capable Shelter Registration

Lets a recipient organization (shelter, community center, hospital, or other facility) register its contact details, capacity, current occupancy, and current resource needs across food, medical, pharmaceutical, equipment, clothing, and hygiene categories — working offline via local-storage sync so a facility with no live connectivity can still register and have the submission sync once connectivity returns.
